Sir:

There is a BIG difference to uploading a file to a MICRO-stand-alone-dial-
it-up-BBOARD where users can chose what to download and that of sending a
mystery encoded somewhat large message file to a Defense Data Network Interest
List where it is retransmitted directly to over 3000+ subscribers. This cloggs
up the already grossly overloaded Internet traffic as it goes especially
when other methods (FTP) are in place to handle the task in a proper fashion
to make your work available to even more users that will have the choice of
downloading it or not.   This is the same Netiquette that is used in all
the 300+ Internet Interest Groups.

I have been informed by some associates that your mystery file is a UUencoded
ARC file that contains COM, DOC and ASM source, and that it appears to be
a very nice and useful program.    I am sure INFO-HZ100 subscribers will
look forward to any program submissions of yours in the future.
