If I'm correct the terms stem from the railway jargon, where semaphores are used too. The best explanation I ever saw (although I won't claim it is the correct one), was: Passeren Semafoor Vrijgeven that is, the initials of a famous Eindhoven football club (that's soccer, for you American types) 8-).
