Actually, something I thought about years ago when in a similar situation was to get a big disk, set it up for VMS and put all of Unix into a contiguous VMS file. It would take some minor changes to the boot, partition and driver (maybe not anything to the driver as long as the partition info matched) but seems like it should work, no guarantees, but I thought I'd pass the idea along.
