Is the subscriber supposed to not answer any call from a number he doesn't know off the top of his head? Ridiculous. The concept is sort of neat within itself in a technical sense, reminds me fairly strongly of the way internet connections work, but for most people I don't see why they'd really want it unless there were some sort of harassment going on.
