Berkeley situation:  students evaluate the TA (and professor) at the end
of the semester.  Sometime next semester, the results become publically
readable (telnet cory.berkeley.edu 9000 for those who are interested).

For EE and CS, an outstanding TA is selected for an award each year
(one in EE and one in CS).  Selections are made on the basis of survey
results and recommendations from students and faculty.
