I can't help you with a complete program, but there was a very good article in ACM Transactions on Graphics, Vol.2 No.3, July 1983, pages 197-212, titled: "Techniques for Reducing Pen Plotting Time' by David P.Anderson from the University of Wisconsin, Madison.
