Seymour I don't now of any that will do both but their is a public domain
program SOUND STUDIO which has nice editiong capablities.  By the way have
they upgraded the software yet to support the packed files available in 
GS/OS.  If not you might like ACER as well which will do the packing .  The
latest version of sound studio supports the packed files.

Grant
