I've seen several 1040's running TOS 1.4; people who have close ties to Atari already have preliminary copies of the new ROMs. The only obstacle is getting Atari's legal permission to run the new version. In other words, I KNOW it's possible... it remains to be seen whether it will be legal. There's no good reason for it not to be available : it doesn't require anything harder than the original replacement of the tos-in-ram loader chips with the first ROM version did.. just take 6 socketed chips out and put in 6 new ones. ---
