Yes, the Atari Trak-Ball can be used as a mouse.
No, it can't be used as a mouse without some rewiring.

I'm not exactly sure what is involved with the rewiring, but friends of
mine have done it.  They even got the two buttons working.  I'm sure
some good samaritan will send up the docs in the next few days.
