Turbo Technix (RIP) did some excellent articles while they were around (I can
understand saying "we can't afford to give this away anymore, sorry", but not
killing it altogether ... anyway), but can be a little hard to find.  Microsoft
Press is supposed to be releasing their "Microsoft Mouse Programmer's 
Reference" this month.  It's a book/disk combo ($29.95) that includes the
device driver, mouse libraries, and sample programs in BASIC, QuickBASIC, 
QuickC, Microsoft C, Pascal, Microsoft Macro Assembler, and FORTRAN.  MS Press
usually does pretty good stuff, so you might check with your local bookstore
to see if they're planning on getting it.
