It's called StartupDesk. It's a document which contains an INIT file that you paste (using ResEdit or the like) into your System's INIT resource area. This INIT will take the StartupScreen and use it as the desktop pattern instead of using the control panel's desktop pattern. I don't know if I can release it. Let me check.
