I highly recommend TransSkel, by Paul DuBois at Wisconsin. It is available in Pascal and C versions, public domain, at your favorite archive site. It has the event loop and basic multi-window handling code. There are also extensions, TransEdit and TransDisplay, that provide additional features. Also public domain. Version 2.0 is current.
