Yes, Dr. Dobbs is going that way too.   Faster than you may think.
They've had an amazing turnaround in editors lately.  The recent issue 
about neural networks is for the birds.  It caused me to go find some
REAL information in Physical Review Letters.

Communications of the ACM might be a good choice.
