Using the words "fair" and "tax" in the same article is inappropriate.
The government is not interested in being fair, it is interested in
extracting as much money as possible.  It finds the *appearance* of
fairness useful, in that this helps prevent the peasants from rising
in revolt, but one should not be surprised if this facade breaks down
in unusual situations.
