Apparently simtel20.army.mil has changed address from 26.0.0.74 to
26.2.0.74, but some of the nameservers don't know this yet. At least, some
of the ones I checked didn't know this yet. 26.0.0.74 is no longer 
wsmr-simtel20.army.mil but it is still located at white-sands, and gives
connection refused for non-milnet sites. 

If you've already read this and it's old news, I apologize (time warp). May
have missed something. Also accuracy not guaranteed!
