BITNET is a network of RSCS, NJE, JNET and like nodes belonging to
universities or research institutions "with significant ties to
higher education".  Others need not apply.  I tried.

Basically you must establish a leased line with a BITNET node, and
agree to provide a connection (port) for the next site that comes
along.
