Are you aware that what you are describing is the OSI Directory?  It
recently was approved by both CCITT and ISO as a standard.  The
standard is the CCITT 1988 X.500 Series of Recommendations and ISO IS
9594/1-8.  These documents are technically the same so you can pick
up a copy from your favorite standard's group.
