We did a similar hack here at BRL.  Our gateways answer broadcast ARP
requests with the ethernet address (hex)

	0:0:D:E:A:D

The buggers still keep forwarding of course but at least they quit ARPing.
This address makes the culprits easy to spot with tcpdump.
