I had the same problems, when I started Laser C first time, but
here in Germany, and I think in other countries too, Laser C
was delivered with PATCH.PRG. This program modifies some
undocumented GEM-variables, to run the Laser-C-shell with
all TOS-versions [ 1.0, 1.2, ...still waiting for 1.4  8-) ].

If your friend doesn't have PATCH.PRG, he should contact
his dealer...
