With the Laser Shell, the Spanish TOS, and whatever he has on the desk accessory list, there is probably no room for his external program. TOS runs it, but has lost track of the Shell, so there is nowhere to return to. The Atari hangs... He/she might also try removing all Laser C programs (except CCOM and LD) from the RAM loader. That might free up some space. (From the behavior you have described, it sounds like it is just barely out of room...)
