Yes, if I remember correctly, in the versions of the Finder and System after version System 3.2, you can use Command-UpArrow to move to the parent folder of the current folder. And of course you can just press return on the highlighted folder in the dialog box to open up a child folder. It acutally works rather well on a Mac Plus since the Up arrow key is directly below the Return key, so you can move among folders rather quickly. On an ADB extended keyboard however, it may be a little hastle to move you hand over to the "inverted T" section of the keyboard.
