I have a user that is looking for information on the following Math
Libraries:

		* LINPACK
		* IEEE Signal Processing Library
		* SLATEC

He's been told that these libraries are in the public domain, and are
poorly documented.  We would appreciate any help on sources for
documentation (books, papers, pd docs, etc.)
