I have seen references to SGML, for example, as well as some language which is used at the University of Waterloo New OED Project. Are the specifications for either of these in the public domain? Are there documents available via ftp describing the specifications? AND, are there any nice public domain utilities available for interpreting such documents (LEX input, for example)? Please email replies if possible. I will summarize if appropriate.
