Two comments: 

-1- if there's to be a volume requirement, it should be over
    at least six months -- there may be groups with very low
    volume over the Summer months, and they should not be stricken
    just because of that.

-2- Since (I know, I keep saying this) anyone who dislikes a group
    has the option of unsubscribing, I think it should take 100
    more delete votes than keep votes -- NOT t'other way around.
