Good question!  I assume that the intention is to access the news
remotely and avoid downloading all the news files to produce a
reasonable "subjects" screen from which you select news articles
for reading.  All that's required is a new nntp feature that would
"send all article numbers and subject lines for newsgroup XYZ".

If this can already be done per RFC 977 I would sure like to hear
about it.
