The War Powers and Disobedience issues are, I think, appropriately
passed on to other bboards.  But I suggest misc.legal, not a
political bboard.  The matters really are what the rules mean,
according to which the military is regulated.  There have in
fact been parallel discussions on misc.legal on the issues
recently (subjects: "War powers" and "Selective COs [consciencious
objections]").  I posted some stuff on the Atomic Energy Act there.
