I'm no history expert but as I recall the congress passed the Gulf of Tonkin resolution and the Vietnam war was a dead issue as far as the election was concerned. By passing the resolution, both political parties were on record as favoring continuing the involvement. Vietnam did become the major issue of the '68 election and sunk Humphrey's candidacy.
