There is another program called HDFORMAT going around which is a P.D. low level "Hard Disk FORMATter". I don't feel that it's worth the chance that someone would get the latter and blow away their hard disk trying to get a few more bytes on a floppy. Perhaps a more intuitive name could be found for a "Floppy Disk FORMATter" with a little thought.
