I guess it depends on what you expect. I've used a variety of window systems and some of them have their scroll arrows doing the opposite of others. SunView had 2-way arrows at both ends of the scroll bar, and which way you scrolled depended on which mouse button you clicked. I personally prefer the "mux" scheme (also used in "sam" and "myx"), which doesn't use arrows at all, but that requires a 3-button mouse and the Macintosh is therefore hopelessly SOL.
