Yeah, ECP is freeware now but the package it too large to email.  It's
available for downloading on Compuserve, GEnie, and my own BBS (see signature
info below).  If someone else wants to post it to the apple2-l thing then
they're welcome to but it would be a heck of a lot easier to get it off one of
the above systems I think.
