I hate to say you are wrong, but you are wrong. The 10.3 updates were available for EITHER $20 if you wanted a disk and docs or from GEnie to be downloaded for free if you didn't want hardcopy. As you can see, there was a non-mail upgrading scheme for 10.3 in addition to the mail scheme and therefor it is perfectly legal to download RR 10.3 from GEnie for free if you have already paid.
