I have a problem with the WINQVT program running in MS WINDOWS/286.
It always assume that it is online and I could not dial out. The
choice is always 'HANGUP' although there is no connection yet.

I have an external modem Everex 24E/external. Does anyone have the
same problem ? It seems that I have to configure the DTR line because
I am using the external modem. I am not sure about it. 

Any help is much appreciated.
