Be careful -- Brad proposed a 5-member BOARD of people, not necessarially administrators, with prerequisite experience, to decide group policy for the entire network! I backed a proposal for a new "cabal" of administrators, made up of all administrators who care to be a part of it, with the only requirement being that you are an admin. The proposal I agree with would also retain the current news.groups as a discussion board for anyone to post to (thus, hopefully, an admin would pick up the ball from users, and thus ordinary users would have a way to submit proposals without "pestering" their admin). In the case of the proposal I favor, any administrator may "vote".
