I don't like this game. But... If you REALLY want representative democracy, why not go all-out? Decide how big the cabal should be, a minimum and maximum size. (I'd suggest 11-21 people). Decide how many votes should get a person into the cabal. (N) Get a bunch of people to run for the Cabal. Evceryone's elected at large. Get thee a vote counter. Post an article to news.announce.important. Collect votes. Everyone with more than N votes is in.
