The phrase "the people who pay the bills" is misleading. It's OK for a first
cut, but really what Chuq and others are trying to get across is that:

	The people who have direct responsibility for the news system,
	either because they pay the bills or because they are directly
	and causally responsible to the people who pay them, should have
	the final say.
