The only thing I would have the power to do is to refuse to carry a group on my site, and I would have that power whether or not I become the administrator of the group creation guidelines. I do NOT plan to make actual group creation decisions (except for my own site), even if I could. That is for the administrators of individual sites to do. The vote procedure is merely a GUIDELINE (there's that word again) to assist them in making that decision. --Greg
