You are mistaking the widely used meaning of the world "popular" -- "in
vogue", a fad, a (passing) trend -- with "accepted" and "commonplace".
"Popular" has connotations that make it an expression of contempt in this
situation.  Are you contemptuous of the commonplace and accepted tolerance of
homosexuality?
