We don't.

The net didn't pull Whitehead's account.

The administration of Penn State pulled Whitehead's account.

The net can't restore Whitehead's account.

To reiterate:  this discussion is purely academic.
the net doesn't exist.  It can't pay bills, owe money
or make transactions.  'The net' is just a convenient
term for a conglomerate of public, semi-public and
private interests which share nntp and cool stuff like
that.

Discussion on whether PSU responsibly used their right
to yank Whitehead is valid.  Their right to yank him is
not a moot point; they have the right.
