Your friend may want to try using a plastic or styrofoam owl
perched on top of some buildings.  Plastic snakes also work and
can be placed on the roof so only the birds will see them. :)
I think you can get these at marin supply stores.  I know
hunters use the owls for deking crows, so you could find the
crows at sporting goods stores.
