You mentioned about "brown outs"... how can a surge protector protect against this? Either you should be looking for an Uninterrupted Power Supply with Line Voltage Regulation or merely a Line Regulator. They've been around for some time. You mentioned that cost was a factor -- you may be in for a surprise. Only the most expensive UPS units have line voltage regulation! Check the specs before you buy.
