The original posting said that the transmission had been monitored from the above-mentioned GARC rebroadcast, which was on 147.45 MHz in the amateur radio 2-meter band, not on a commercial band. The transmissions are in FM, so although it's theoretically possible for someone to capture the frequency away from GARC, a more likely result of putting another transmitter on that frequency would be a collision of the signals such that neither transmission would be intelligible. So I doubt that it was a spoofed signal on top of the real one.
