It should be able to accept a composite video signal and generate the horizontal and vertical sync signals and the even-odd field info like the lm1881. From these signals, it should drive a programmable frequency multiplier so that I can extract a pixel clock. In addition, when no input signal is present, it should generate all these signals on it's own.
