Generally when people say X.400 they mean the X.400 Series of Recommendations|MOTIS. These are a series of standards documents from CCITT and ISO which provide store and forward messaging. The most common usage of this standard is as a basis for electronic mail. X.400 is a superset of the functionality available on the internet and includes usage of non-text messages, a Directory, etc. I believe the standard VMS product is not compliant to X.400 but rather uses its own, proprietary, protocol.
