This points out an omission in the Internet RFCs.  There is no
provision for a bracketing syntax, e.g.

     a!<b%c>@d
     <a!b%c>@d
     a!<b%c@d>

We are stuck for the moment with a horrible design decision.  I hope
X.400 is better.
