Yes, but NeoDesk is a replacement for the real GEM Desktop.  As such, it
runs as an application under GEM, and it simply uses the wind_set call
to set its own desktop while it is active.  EASEL/ST actually alters the
appearance of the native ROM-resident GEM Desktop.
