Grabbing the thumb and pushing the down arrow work fine. I would call this not a bug but a 'feature'. :-) Scrolling via the page down area or arrow stops when the bottom of the file is in the window. You can get the bottom higher with the thumb, but I suppose the idea is that if you know where the bottom is you can still see a lot of the rest of the file. I am neutral on this one.
