I'd like to thank everyone who responded to my query.  A summation:

There is a WEB and TANGLE for C.  They are now in the standard TeX
distribution.  This also includes the ps_plain.tex file.  All this is
available from:

june.cs.washington.edu
uunet.uu.net

at anonymous ftp

As usual you can order the tape (used to be $150 but ???) from these
