We tried to get the elisp manual also.  We experienced similar 
problems.  The first few TeX errors are shown below.  I'm using
the version of TEXINFO.TEX that came with the 18.52 dist. of
Gnu emacs.  (the rest of this article is direct from TeX - no
effort has been made to clean it up)
