The canonical distribution point is a.cs.uiuc.edu:pub/gnuemacs/elisp. Other sites (like ours) maintain caches which may be useful to you too. It should also be available via uucp, but I am not aware of the mechanics of such a transaction. You can get it via anonymous UUCP from osu-cis; write me for directions if you need them.
