I don't consider this a bug, just a feature.  Lots of times when I am
forwarding messages, I don't wan't all the quote stuff in the left
hand column.  Before I found this "bug", I had to use
:s/^~//g
in vi to get rid of them.  If you do plan to "fix" this, please add
an easy way to get rid of the quotes.
